Organically grown, our heritage is in building construction and long-term ownership. This pedigree gives us a unique perspective in how we present to our customers.

David Heidrich, CEO
David Heidrich serves as Level 4 Construction’s CEO. His career in construction, real estate development, and ownership spans more than four decades.
David also serves as Chief Executive Officer of Zalla Companies, Level 4’s parent company, where he has been responsible for growth strategy for Zalla’s portfolio of developed and owned assets. Under his leadership, Zalla has developed over thirty projects including eleven medical office facilities, the Chamber Office Park in Fort Mitchell, KY and the development, acquisition and repositioning of retail, industrial, and other specialized real estate.
David’s dedication to the Northern Kentucky community runs deep. He is the founder and fund manager of the NKY Growth Fund, the region’s first tax credit qualified angel investing fund. He has served as Chairman of the Board of the Northern Kentucky Chamber of Commerce. David has also served in leadership roles with Covington Catholic School Board, Covington Latin School, United Way, the Northern Kentucky Arts Council, Lakeside Park City Council, Leadership Kentucky, Crossroads Church, Redwood School, and numerous other non-profits.
David is a graduate of Xavier University (B.S.B.A.- Finance) and Chase College of Law (J.D.) and is a licensed attorney and real estate broker in the Commonwealth of Kentucky.
Scott Millay, President
Scott is a graduate of the University of Kentucky College of Engineering. He has more than twenty-five years in the construction industry. As a second-generation contractor, he has held the positions of Laborer, Carpenter, Superintendent, Project Manager, Estimator, and Business Owner, which has developed his experience in all areas of the industry.
His tenure leading Millay and Company allowed him to participate in projects across many of the segments in the construction industry including health care, manufacturing, institutional, commercial, warehouse, and multi-tenant retail. His experience with multiple project delivery types allows Level 4 to better meet the unique needs of our clients.
Scott is keenly interested in understanding each client’s needs so that he can better develop the correct management system to reach the desired outcomes. Over the years, Scott has developed key relationships with some of the strongest project partners in the area from the key electrical subcontractor to the right architect to ensure project success.
Scott is passionate about the construction industry, because it provides a unique work environment with wide ranges of project types, scopes, and degrees of difficulty. Scott prides himself on staying out in front of all workstreams and consequently is rarely surprised by disruptions or project delays. Scott leads Level 4 Construction as the General Manager.
Andy Schneider, Construction Superintendent
Andy is a graduate of Northern Kentucky University where he majored in Construction Management. He has a wide range of construction experience; from owning and building a residential construction company and devoting his past 15 years to commercial construction.
Starting as a residential framer in college and working his way up the ladder in the industry, Andy has extensive hands-on experience in many important areas of commercial construction including framing, finish carpenter, drywall, supervision, estimating, and project management. As a superintendent, he has led large projects for healthcare, manufacturing, warehousing, and multi-tenant retail clients. Some of his recent projects include DaVita Dialysis Centers, Fifth Third Arena, Kenworth, PVS Chemicals, and Rush Trucking.
Andy prides himself on superior craftsmanship and strong work ethic and expects the same from his internal and external teammates. He puts our clients at the center of every decision and strives to exceed expectations with every project. What sets Andy apart is his ability and willingness to go above and beyond to maintain the highest levels of communication, focus, and personal integrity. He leads by example and will do whatever it takes to get the job done on time while maintaining a sharp eye on detail and quality.
Andy lives in Edgewood, KY. He is a lifetime Northern Kentucky resident and was born and raised in Florence, KY.
Matt Radcliff, Construction Superintendent
Matt cut his teeth in construction management while working for the former Millay & Co. where their focus was on building Multi-Tenant and Retail buildings for a wide range of clients. Some of his past project clients were Chipotle, Panera, Jimmy Johns, and Starbucks. His work responsibilities include a range of specialized tasks on the job site, including safety, scheduling, quality assurance and code compliance.
Additionally, Matt consults with owners’ representatives, specifiers, key vendors, and construction partners, to assure that projects come in on-time and on-budget. Matt prides himself on his project management expertise as well as being able to problem solve when faced with any number of unforeseen challenges. He has worked hard to develop exceptional communication skills to relate with a diverse set of constituents.
Dave Huesman, Construction Project Manager
Dave is a 36-year industry veteran who began and ended the first 34 years of his career with Hansen & Millay and the subsequent Millay & Co. He began his career as a carpenter. Soon after he was promoted to Field Superintendent, then eventually became Construction Project Manager and then overall Operations Manager.
After Millay & Co., Dave later became a new construction building inspector for Boone County, Kentucky. Still, Dave missed being part of a team. When approached by Scott Millay to help usher Level 4 Construction forward, Dave jumped at the chance to join his former team-mates.
Dave makes informed decisions and responds proactively to the risks and challenges of big projects. He is goal-oriented, and his presence instills confidence in both our customers and construction partners. Dave has overall estimating responsibilities for projects and is adept at making the field level pivots to keep projects on budget. Dave is deeply customer-focused and places a high value on his internal and external relationships.
Dave is a long time Northern Kentuckian and lives in Crestview Hills.
